WHAT IS A NEIGHBORHOOD COUNCIL?
In June, 1999, the voters of Los Angeles approved a new City Charter which created the Department of Neighborhood Empowerment (DONE).
Its purpose is to promote more citizen participation in government and to make government more responsive to local needs through a citywide network of neighborhood councils. Each council is responsible for representing the diverse interests of its “Stakeholders.”
WHO ARE RESEDA’S “STAKEHOLDERS?”
In Reseda, a stakeholder is anyone who lives, works, owns property or declares a stake in the neighborhood and can affirm the factual basis for it. Stakeholders must be at least 18 years of age or older.

In October, 2002 the Reseda Neighborhood Council was certified by the City of Los Angeles as the 50th Neighborhood Council to be certified. In November, 2002 the Reseda NC held its elections to choose the presiding board members. At the time, it was the fastest process citywide from certification to election. The new Board was seated later that month.
In February, 2003, the Reseda NC became the first Valley NC to be allocated city funds for the neighborhood and the fourth in the entire city. Mayor Jim Hahn met the first board at Office Depot and they used a new debit card for the first time, purchasing office supplies and equipment. The Reseda NC is allocated a fixed amount of money to spend each fiscal year, which in alignment with the City, begins July 1st annually.
Board member elections are held every two years to elect approximately half of the board, with the intention of leaving a legacy of experienced members and opening up seats to new voices. Members are elected to either a two or four year term. Any stakeholder 18 years of age or older is eligible to run for a seat on the Governing Board.
